Architecture and continuing use

The original villa uses an asymmetrical Baronial silhouette, with gables, turrets and robust masonry. James Miller’s later office work expands the composition into a substantial civic complex without erasing the domestic core.

J. W. Hay built the house in 1855 and it was remodelled around 1871. James Miller designed the 1936–1937 office extension; the council refurbished the complex in 2000 and continues to assess its future accommodation.
